Black City (black)
Black City is exclusive to Pokemon Black. Depending on how long it took you to arrive here for the first time, you'll be greeted with more and more residents in your version's Black City. You can add other residents to your Black City by connecting with players playing Pokemon White and visiting their White Forest using the Entralink; however, you won't be able to add more than 10 residents, nor will you be able to recruit residents you already have in your city.
You'll find these residents wandering around outside, where you can talk to them to enter a battle. These Trainers' Pokemon vary and depend on the Trainer, but they can provide a nice little source of EXP and you can battle them once a day.
Inside of the big building in the center (appears only if you have a couple of residents), you can buy different items — once again based off of what residents you have. You can buy useful items such as evolutionary stones here and Heart Scales, but only if you've got the right residents living here — and they're really expensive, too! But if you've got a ton of cash to blow, the convenience of being able to buy these items is certainly worth the cost.
You can fight a Roughneck in a Rotation Battle in there, too. He uses a Gothitelle L65, aKrookodile L65, and a Galvantula L65 on his team. There's another Trainer to battle in there, a Backpacker, who uses a Beartic L65, Excadrill L65, and a Heatmor L65, also in the Rotation Battle format.
Whenever you're done in Black City, head to the northeast to head onto Route 14.
White Forest (white)
White Forest is exclusive to Pokemon White. Depending on how long it took you to arrive here for the first time, you'll be greeted by more and more residents in your version's White Forest. You can add other residents to your White Forest by connecting with players playing Pokemon Black and visiting their Black City using the Entralink; however, you won't be able to add more than 10 residents, nor will you be able to recruit residents you already have in your city.
Depending on the residents you have, you'll be able to find different Pokemon inside of patches of grass here and on the water, but only if it's developed enough. Here's a list of all of the Pokemon you can possibly find in White Forest, depending on the residents you have:

Additionally, depending on the residents you have, you may be able to find items dropped in the tall grass. You'll be able to find different items from day to day, and these items can be good; evolutionary stones, different types of Poke Balls, shards, sellable items, and Heart Scales.
Whenever you're done in White Forest, head to the northeast to proceed onto Route 14.
